Union leader missing, family suspects of abduction

Rogelio Concepcion, 36, and officer-in-charge of Solid Development Corp. Workers Association (SDCWA) in Brgy Mataas na Parang, San Ildefonso, Bulcan, has been missing since 10:00 at night of March 6, 2006 and family fears that he was abducted by suspected members of the 24th Infantry Battalion of the Armed Forces of the Philippines (AFP).

Rogelio’s wife, Marissa Concepcion reported that her family was alarmed when Rogelio did not go home after his 10:00pm work schedule, which he has not done in the past. Marissa added that she spotted a suspicious van parked near their house in the afternoon of March 6 and it stayed until late in the evening. Concepcion’s family and co-workers suspect the military as behind his abduction.

According to the of Kilusan ng Manggagawa sa Bulacan (KMB), since November 2005, members of the 24th Infantry Battalion under the command of Gen Jovito Palparan’s 7th ID, entered the factory of Solid Development Corp. and conducted `military census’ on the workers of Solid Development. Concepcion and Ador Vasalio, the former president of the union reported constant surveillance as both of their houses were being watched. KMB also revealed that the military has been looking for Vasalio in belief that he is a member of New People’s Army.

On May last year, the union staged a strike because of the management’s refusal to recognize the union despite the Department of Labor and Employment (DOLE) decision declaring the union as the sole and exclusive bargaining agent.

Solid Development Corporation in San Ildefonso, Bulacan is a manufacturing company that produces thread.

As of the present, the military are still stationed within the Solid Development Compound while Concepcion is still missing. #
