Re: Urgent request to be police-escorted to and from [the] House of
Representatives on March 13-15, to attend plenary sessions



Dear General Lomibao:



In line with my commitment to do my best to get out of this illegal
detention and be with the people in their fight both inside and outside of
the Congress, I urgently request that I be escorted by your police officers
to, and from, Congress on March 13-15 to attend the plenary sessions.



Because of your foolish and canine obedience to the directives of a dubious,
paranoid, kleptocratic, and treasonous president, assisted by her more
paranoid Secretary of the Department of (In)justice, Congress is now getting
back at you, by differing consideration of your budget to the prejudice of
the poverty-devastated police rank-and-file. This situation must not be
allowed to persist!



Hence, I intend to aruge for HB 1064, which provides for a P3,000 monthly
salary increase of all public sector employees, including the police, and
the House Resolution Committee Report No. 0345 for P125 across-the-board
daily wage increase for workers in the private sector.



Absolutely necessary is the repeal of PD 1177 which, during Martial Law,
allowed the President to automatically appropriate for foreign
debt-servicing, which means the Congress has been under a presidential coup
since 1977 to date. Today, this amount is one-third (1/3) of the 2006
national budget!



Repealing PD 1177 will liberate and rechannel huge funds for salaries,
education, health, shelter, and other economic and social services
ala-Argentina.
