Shortly before his confinement at the Philippine National Police (PNP)
General Hospital yesterday at 12:15 PM, Rep. Crispin Beltran expressed his
condemnation of the Presidential Proclamation 1017 issued by Mrs. Gloria
Macapagal-Arroyo.



A handwritten note by Rep. Beltran dated March 2, 2006 at 1:30 AM, composed
inside the maximum security detention cell No. 3, Building 'Bravo', PNP
Custodial Detention, Camp Crame, reads as follows:



*"PP-1017 is currently the DESTABILIZER "par excellence" with brutal
efficiency. The hungry and angry must kill this animal of gluttony and
tyranny. The imposition must be swept away by the democratic human tsunami
into the dustbin of history. I am committed to partake in this rare lexicon
for rational freedom and democracy!"* (SGD.) Crispin Beltran



As of this morning, Rep. Beltran's medical condition has stabilized, with a
blood pressure of 140/80.
