KAMPI proposal to make PCSO head jueteng operations will corrupt the charity institution

Anakpawis Representative Crispin Beltran today said expressed strong condemnation for recommendations that the Philippine Charity Sweepstakes Office (PCSO) take charge of the operations of jueteng. This recommendation made by allies of President Gloria Macapagal-Arroyo, Beltran said, was, an affirmation of the essentially corrupt character of the administration and the twisted means it implements to generate funds for itself.

"The PCSO is an institution supposedly run on goodwill and for the benefit of the needy. If it is made to head jueteng operations, its mandate is severely compromised and altered for the worse. It will mean taking more money from the poor and exploiting their desperation to earn even through games of chance," he said. "This is proposal that the Church and other charitable institutions working with the PCSO should stringently oppose and condemn."

The veteran labor leader said that it was clear that Malacanang is no longer backpedaling on the issue of jueteng. "Malacanang and its allies have adapted a new tact - that of admitting that jueteng is here to stay and so it might as well be legitimized and legalized. By doing this, Malacanang is further embracing and promoting a gambling culture, instead of developing programs and projects that will proved genuinely productive for the poor and their need for sustainable employment."

"The Philippines is swiftly turning into a gambling nation, and the gambling lords are people in influential and powerful positions. As one of the ruling parties, KAMPI's position carries weight, and is indicative of true views of Malacanang and the executive on the issue of jueteng. It is as if Malacanang is already decriminalizing jueteng and by extension, saying that the crimes being attributed to the First Gentleman, Rep. Mike Arroyo and Rep. Ignacio Arroyo are not real crimes at all and will eventually be transformed into legitimate, income-generating deeds on behalf of the Arroyo administration."#
