THE PROBLEM IN THE GSIS IS NOW PRESIDENT ARROYO AND NOT JUST WINSTON GARCIA

Anakpawis Representative Crispin Beltran today said that President Gloria
Macapagal-Arroyo's refusal to relieve giving Government Service and Insurance
System president and general manager Winston Garcia and her insistence of
giving him "the benefit of the doubt" will only fuel the fire of protests not
just against Garcia but her presidency as well.
Beltran said that Pres. Arroyo is now the main problem in the GSIS, taking over
Garcia's place. "Garcia's infamy is already well-established, and the grounds
for his immediate sacking are very firm. Why is Pres. Arroyo protecting Garcia?
All government officials should be subjected to recall if the public call for
his removal is strong. It's not just GSIS employees who are demanding Garcia's
relief, but the hundreds of thousands of government employees whose benefits
Garcia swindled and squandered on a mansion and a luxury car," he pointed out.
Beltran said that Malacañang should be castigated for protecting Garcia. He
appealed to fellow solons in Congress and the Senate to take the side of
government employees and GSIS beneficiaries and push for the full-dress
investigation of Garcia and his management of the GSIS. He said that once
session resumes later this month, the Committees on Government Enterprises and
Privatization, Good Government and Civil Service should schedule hearings on
the various resolutions submitted by solons calling for inquiries into Garcia's
anomalies.
He also urged Ombudsman Simeon Marcelo to prove that he remains true to the
reputation he established of being anti-corruption during the Estrada
impeachment trial. "Ombudsman Marcelo should immediately schedule the cases
filed against Garcia and stop throw the book at Garcia for seriously
undermining the welfare of GSIS employees and all government employees," he
said.
"Garcia has no credibility left. Pres. Arroyo's decision to stand by him only
shows that there is something not quite clean and aboveboard in the
transactions between Malacañang and the GSIS. Garcia has shown that, apart from
being incorrigibly corrupt, he is also an arrogant government official who uses
his ties with Malacañang to get his way," he said.
"More than likely, Pres. Arroyo has given her imprimatur to Garcia prior to his
approval and implementation of the various anomalous GSIS board decisions and
the transactions GSIS entered in the last three years," he said. #
